It's a 64 day ban, because he got already caught cheating once.
The first offense means 32 day global ban, when you get caught a second time, the ban time doubles (32 x2 = 64 ::))

I think they are trying to say that it is a second offense for the same person with the same IP and although the IP is the same on both bans, the Global Login Account is different meaning he has more than one account which is another offense.

That was his old ID. The account was merged with another one.
