Time about 14.15 CET, Lof public server.On server you can´t be obs and chase someone, so I had to do it from my view. It´s sure he is hacking.

Speedhacks are usually obvious, did you type "players" into console to see if he was logged in? Demo didn't work for me but I think its just my computer :(
