I don't think it has to do with speedhacking, it will have to do with him being a more or less experienced player (based on ID) so he should no better. Zero tolerance policy.

He most likely uses the same IP as you. Since you are banned under the IP, your bro can't play either.

Your bro is technically not banned. He just can't use your IP and any computer you've played on. Unless Jitspoe believes it's a multiple account. He's intercoursed either way.
