Feature: Central Repository for Ent/Mapinfo Files

Adding a central repository for ent/mapinfo files that will load by default if a server doesn't have it's own file.

Thought this was already posted, but I could only find the done feature vote that ent files read from pball/maps/ent.

I was more thinking of ent files to fix, balance and improve older maps (temporarily) I've already started to create in 2011.

However, this feature vote for the mapinfo files is useful, too. Maybe ent files should be a different feature vote, because these shouldn't work from a central repository if a server have it's own file. That would destroy deliberate changes, e.g. full player equipment for speed server. It's a little bit different.

Can we add mapshots to this vote or is a separate vote better for it (this is dplogin --> server, but we need dplogin --> client)?

This is for dplogin -> server.  I guess it's possible to do something like dplogin -> server -> client with mapshots, but I think handling mapshots should be a separate feature vote.
