In the server window, type 'setmaster dplogin.com'.  Does it return saying 'heartbeat acknowledged' after a few seconds?

Yep.. It says "sending a ping". then it says sending heartbeat to 2 ip's... and then it says heartbeat acknowledged..

Means you have forwarded your port correctly.  After doing that can you see it on the server list?

See if you can find your IP here: http://dplogin.com/serverlist.txt

Use whatismyip.com on the computer if you dont know what it is.

one more thing i noticed... the list of those ip's end like ":27910", but i think my ends in ":27900". This is because i think my server's ip is 70.85.9.178:27900 because the black box says: "Heartbeat acknowledged from 70.85.9.178:27900"

That is dplogins IP.  Like I said before, start your server, type the setmaster thing and wait until you get the heartbeat.  Wait another couple of minutes, and go to whatismyip.com from the computer the server is on (not your phone as it may go over phone network).  That IP address is what your server will be.  Is that one on the serverlist.txt file?

Just to update others to where I got with this:

27910 UDP to 27910 to the local IP of the machine, so the forwarding is correct.  Previously, pball was blocked in windows firewall.  The private ones are now allowed (both TCP and UDP) and it shows in serverlist.php (public ones are still blocked, same as my own setup).  It however does not show in server browser, and cannot connect via the IP/port given on serverlist.php.
